It seems to be a fragment of Kurald Emurlahn that was somehow taken over by some still-living Imass.  It's a refuge for (Onrack & Kilava's son) and the living Imass with him.  It also acts as a safe haven for Rud Ellale, the Soletaken Eleint son of Udinaas and Menandore.

 

T'lan Imass who enter the Refugium become flesh-and-blood again, as we saw with Onrack and Emroth.  The Crippled God has sent T'lan Imass agents to the Refugium for unclear reasons, but those agents were turned or redeemed by the changes they experienced and acted to defend the Refugium residents from the Tiste Sisters.

 

Passage through the Refugium has also granted some extra measure of life to Ghost Hedge, though it's not at all clear what his status and abilities are now.  Is he flesh and blood now, and newly vulnerable?  Or still an insubstantial ghost, with all the pros and cons that come with that?

 

Since the death of Kettle and the creation of an Azath House from her soul and the Scabandari Finnest, the Refugium has been "anchored," which seems to have made it a fully fledged permanent warren rather than the transient splinter it was before.  This appears to have been one of the aims of the plan the dying Lether Azath forged with Silchas Ruin.
